Garage Conversion Questions We Are Asked Most

Not for an ADU. California law prevents a local agency from requiring replacement parking when a garage, carport or other off-street parking is converted or demolished to create an ADU (Government Code section 66323). A Junior ADU is treated differently: replacement parking may be required where a JADU converts space in an attached garage.
Usually yes. For a conversion or rebuild no additional setbacks are required, and you may use the footprint of the existing building provided it is sufficient for fire and safety. That is the main advantage a conversion has over building a new detached ADU, which is subject to rear and side setbacks of up to four feet.
By a limited amount. State law allows an existing accessory structure to be expanded by no more than 150 square feet to accommodate ingress and egress. It is intended for the doorway, landing or corridor a conversion needs in order to be a legal dwelling, not for adding living space.
The floor and the plumbing. Garage slabs are normally poured lower than the house and slope toward the door, so the floor has to be raised, levelled and insulated. Drain lines for a kitchen and bathroom need the correct fall to reach the sewer, which on a slab means cutting and trenching. Neither is visible in a walkthrough before the work starts.
The state sets a deadline for the city to act, but the clock only runs on a complete application, so each correction letter effectively restarts it. The reliable way to shorten the timeline is a drawing set that generates few corrections, which is why we prepare, submit and carry the corrections through to issuance ourselves.
Legalizing existing work is a different process from permitting new work and is usually more expensive, because the construction has to be exposed and proven to meet code. It is worth resolving before a sale or refinance rather than during one, since buyers and lenders both treat unpermitted living space as a liability.

Garage Conversion in Los Angeles, Designed and Permitted as an ADU

A garage conversion is the cheapest way to add a legal dwelling to a Los Angeles property. The reason is simple: the expensive parts are already built. The foundation is poured, the walls are framed, the roof is on, and the utilities usually run within a few feet. What you pay for is the work that turns a storage building into a place someone can live in. That means insulation, egress, plumbing, electrical, and a set of drawings the city will approve.

It is also where these projects go wrong. A converted garage has to meet the same habitability standards as any other dwelling, and almost no garage meets them as built. Whether the job costs what you expected comes down to what the drawings accounted for before anyone started demolition.

The Rule Most Homeowners Get Wrong

Parking is the reason most people talk themselves out of a garage conversion. They assume that giving up the garage means building replacement parking somewhere else on the lot.

For an ADU, it does not. California’s ADU law says a local agency cannot require replacement parking when a garage, carport or other off-street parking is converted or demolished to create an ADU (Government Code § 66323). The state’s own guidance lists “require replacement parking if the ADU is replacing a garage, carport, or other off-street parking” among the things cities are not allowed to do.

A JADU works differently, and that catches people out. A city may require replacement parking for a Junior ADU that converts space in an attached garage. Setbacks, Footprint, and the 150 Square Feet You Are Allowed

Setbacks are the second reason converting beats building new. A conversion or a rebuild needs no additional setbacks. You can use the footprint of the building that is already there, as long as it works for fire and safety. A new detached ADU has to hold rear and side setbacks of up to four feet.

That matters on the many LA lots where the garage sits right on the property line, or close to it. Nobody could build a structure in that spot today. You can still convert the one standing there.

State law also lets you expand an existing accessory structure by up to 150 square feet for ingress and egress. It is a small allowance with a specific job. It exists so a conversion can add the doorway, landing or hallway it needs to become a legal dwelling. Used well, it fixes the entry problem on a tight garage without turning the job into new construction.

What Actually Has to Change Inside

A garage shelters a car. A dwelling has to be habitable. The budget lives in the gap between those two things.

Start with the floor. Garage slabs usually sit lower than the house and slope toward the door to drain, so the floor has to come up, level out and get insulated. Then the envelope. Garage walls are often uninsulated, single-wythe or unfinished, and plenty of roofs have no insulation at all. Title 24 energy rules apply to the finished dwelling, not to the garage it used to be.

Then the systems. Drainage decides the layout. A bathroom and a kitchen need waste lines running at the right fall to reach the sewer, and on a slab that means cutting and trenching concrete. Electrical usually means a new subpanel, and often a service upgrade at the main house. Ventilation, natural light and egress all carry minimums a garage was never built to hit.

Structure comes last on the list and first on the schedule. Taking out the garage door leaves a wide opening in a wall that was carrying load, and the header and posts that replace it have to be engineered. Older detached garages around Los Angeles often sit on shallow or unreinforced foundations that need work before anything else can start. Permits, and Why the Timeline Slips

Converting a garage into an ADU is permitted work and it goes through plan check. The drawings have to show the existing structure and the proposed one, the structural work at the opening, the energy compliance, and the utility connections.

The reliable way to shorten a conversion is to submit a set that draws few corrections. One warning is worth saying plainly. A lot of Los Angeles garages were converted years ago without permits, and that work shows up at sale, at refinance, or when a neighbor complains. Legalizing an old conversion is a different process from permitting a new one, and it usually costs more, because the work has to be opened up and proven. Is a Conversion the Right Choice Here?

Not always. A conversion is stuck with the footprint you already have, and that footprint writes the floor plan. A typical two-car garage gives you a compact one-bedroom or a roomy studio. It will not give you a two-bedroom with a real second bath. If the unit you want is bigger than the garage, a new detached ADU may cost more overall and less per square foot, and it leaves your parking alone.
